htc 10 poor performance

hello,my htc 10 performance is very poor so i decided to stress test my phone using the antutu app.
as you can see the cpu load is varying between 80-90% but the speed deosnt pass 1200-1600 mhz range. the maximum frequency is 2200.。

i have lag in almost every graphice intense game

i have poor performance and i dont know what to do, should i return the phone and request another one or is there something i can do?
