"Speed Up" app keeps on making me install it on my android phone... HELP!

An app called "Speed Up" is randomly popping up on my phone and asks me to install it. Apparently, it downloads itself at random times on my phone and it can be located on my Downloads folder with the name "a29.apk". I already tried deleting it, but it will again download itself sometime later. This "a29.apk" has the size of 2.17MB.
