Contacts Transfered From Old Slide Phone to Android?

Hey, I plan on buying my first smartphone (going on verizon, but not first phone with them). I'm not sure which phone I'll buy yet and whether I'll buy it on contract or outright. I know that verizon will transfer your contacts from phone to phone in store on a new contracted phone, but do they do that if I buy one off contract? What if I pre-order one for delivery (example, note 4)? I'm coming from a Samsung Intensity III.
