TWRP Confusion and ROOT ???s

I am new to ROOTing and flashing. I read the threads of related topics.

I am considering KingoRoot for the root task. But I am confused about TWRP. You can "install" from GooglePlay. But after reading a bunch here, it looks like "install" probably means downloading a .apk and flashing from a PC with ADB. Is this correct, or can we now install TWRP live from GooglePlay after ROOT is accomplished?
