Starting Moto G 3rd gen 2015 without SIM

Hi,

I'm looking into buying a Moto G 3rd gen for my mother, and found one new here in Italy for cheap, but it's locked to a different company. I've done some research on unlocking with codes via sellers on eBay by providing my IMEI number, but wanted to ask any Moto G 2015 user to confirm that the phone starts without a SIM card in the slot. Reason is of course that to punch in the code phone must be on, and we don't have a card from the company that the phone is locked to. My Lumia 930...
