NFC Compatability?

Is it possible to transfer things between a new Galaxy phone and an older one?

I have a new Galaxy S7. My partner has a Galaxy S3. We can't even get the phones to notice each other, let alone transfer anything.

Both phones have NFC enabled.
The S7 has "Android Beam" turned on.
The S3 has "S Beam" turned on.

With both phones unlocked (not asleep) with a web page showing on my partner's S3, and my S7 just on a home screen page, we place the phones back to back and nothing happens at...
