Contacts not an option for sync

on a Droid razr m kit kak contacts are not an option for syncing
under settings- accounts- google- (email) - tap on email - check boxes for syncing. Contacts are not an option.
also under contacts app, google account is not an option for "contacts to display"

actions taken-
contact app and contact data app all data cleared
taken google account off and back on.
