Intro and question on setting up multiple phones

Dear all,

We have just received a number of Galaxay S7 Edge phones that we want to use for training staff using the Samsung Gear VR.
Now having received over 20 phones we are trying to work out how we can set them all up so that they have identical apps (perhaps using just one gmail account if necessary). They will not be used with SIM cards in them but simply on wifi.
Any ideas how we can do this simply? Ideally setting up one phone and then duplicating the setup on all the others...
