Years ago I read of an app that I may or may not remember correctly.

case1- Callers in your contacts or whitelist would ring and if no-answer go to voice mail.
case2- Other callers would not ring but rather go to voice mail, and (whether or not they left a message) if they called again within a minute, would become case1 for that call.

Case1 and case2 greeting messages should be different, and to be fancy case1 and case2 voice mails could be different pools.

This would block robocalls....
