Apps will not work ---- Permission and Overlay problems

For a couple of months many of my apps have become unavailable because I am unable to set the Permissions required. I get a popup saying 'overlay detected --- turn it off to set Permissions'. Often a link is provided to the relevant page in Settings. But I have tried everything I can think of ----switches on / off, one app / all apps together, and in some cases switches do or do not respond, or if they do, permissions still will not take effect..
