Accessing the Google App by holding the home button without needing to say "OK Google"

On my Samsung Note 4, I have somehow set it up so when I hold the Home button down, the Google App automatically starts listening for my voice commands, and doesn't need the "OK Google" prompt.

We just got a Samsung J3V for my mom, who is almost blind. I purchased a Samsung because she cannot see the screen, but can feel the physical home button that Samsung provides. However, I cannot figure out how to get it to skip to listening on pushing the Home button.
