The volume buttons on my S7 no longer silence the phone?

I just got a Galaxy S7 with Marshmallow (6.0.1). Both of my friends with Marshmallow can silence their phones by pressing the lower volume button on the phone. It silences everything except media and alarms. On my phone it only puts the phone in vibrate mode.

Is this a Galaxy S7 issue, an Android issue, or a carrier issue?
