Buying help

Hello,
I want a cheap phone that can record 4k video and have some decent specs.
So am deciding between the Xiaomi Redmi Note 3 Pro (Which can record 4k via google camera) and Xiaomi Mi4.
I don't want to do over a 200eur budget.
The Xiaomi Mi4 (16gb) I can get for 125eur (from banggood) which is a great deal, but it doesn't have a SD card slot, so is the 4k recording usable with so little storage?
Is there an increase in spec when I chose the Note 3 pro (since it is quite a bit more...
