Phone Storage Issue

I bought this phone from someone on eBay. It's not unusable, but the storage issue is heavily crippling and I'm losing my mind trying to figure out the problem. In the first screenshot, the phone tells me that there's 64GB total space, but then the second screenshot shows otherwise. Simple math tells me that I have 34GB of total Internal storage. In the second screenshot, you can see that I only have 3 things downloaded and yet somehow 11GB are used. For the life of me, I can't figure...
