How does Android manage files on an external sd?

I have this doubt. As management of the filesystem concerns the kernel only, can I correctly assume that every device, with the same version of Android, applies the same algorithms to save data, and hence that the performances, e.g. in a copy/paste process, under that point of view, are the same under that devices? Thanks for the attention.
