Trying to understand how apps handle SMS/MMS and intent?

I'm trying to see if I can come up with a solution for current Google Voice users who want their default messaging to be from Google Voice (rather than from the carrier's number).

Up until recently, Hangouts let you integrate with GV and also allowed being the default SMS app since it also supports carrier SMS. So, one could use Hangouts as the default and make all new messages come from GV in settings. But now Hangouts has officially lost this ability, and users have to pick a new SMS app...
