Android Tablet as Car Pc - Advanced Question

Hi guys I'm new to the forums got a fairly good understanding of Android but this has superseded my knowledge and can't get my head around it. I'm sorry if it has been asked before but I know exactly what I want and that is why I'm asking /rant
