Sending Request in Apps

Hell all,
I am interested in building an app for myself and my friends where we can quiz each other on our phones instead of using note cards.

App layout as follows:

1. any user/player can ask a question and then select either one or multiple friends to forward the question.one or multiple judges must be declared at the same time to grade the answer.
2. when answer is graded, declared winner should appear on all players screens as a winner.

i have a little experience in using Android...
