US Moto G XT1625 version work in Rwanda?

Hello all,
I have a friend who lives in Kigali Rwanda, and I need help finding a cheap but good phone that will work. I'm still confused at a few things. Does a phone have to be the international version to work in Rwanda? He uses Tigo.

BHpohto has the Moto G XT1625 for just 99, unlocked US version. It appears to technically support the frequencies, but not sure if it's region locked. I also looked at a few other phones like some Asus or the Honor 6x. Anybody got any...
