LG K10 won't allow me to grant app permissions & unwanted icon won't go away

I have an LG K10; approx a year old and two new issues arose with it today.

It won't allow me to grant any permissions to apps. For example: after downloading a new app, when I first open it and it asks for the initial permissions such as: accessing contacts, photos, etc.. it won't let me choose the "ALLOW," option....the window will only close if I press "deny," but then the app won't let me go any further or access/use it any more than that....and when I try to select "allow," nothing...
