Updating to Oreo Android 8 on LG X Charge

Can someone tell me what is the hangup with companies not updating to Android 8? I am with Comcast and they keep telling me that they're "testing" it. Heck, they've been testing for 6 months; how long do you have to test before you get an upgrade?
