otg drives and booting into a file manager

So i have recently had alot of friends approach me about fixing their phones and i have alot of frp locked phones and on reading up on it i have managed to fix a couple of them vut the others i had to buy an otg cable and flash dl some files for removing frp. So i can see usb drive and all files from phone but the frp locked phones without the phone ever setting up all the way how can u use the file manager on phone to see and download the files? Is there a way to make the flash drive...
