Drawing on a Samsung Tablet

Hi,
I was thinking about buying a Samsung galaxy Tab A and an S Pen to create some digital drawings. Is it possible to draw with a transparent background on this tablet? As my goal is to be able to use the drawing and overlay it on a video? The idea being that say for instance I was to draw a ring, you would be able to see the video through the hole in the ring. That's probably isn't a very good example! Or do you think I would be better off with something like a surface pro?
