Chrome browser onto a tablet that does not have Google Play Services or Google Mobile Services?

Is it possible to load Google's Chrome browser onto an Android device that does not have Google Play Services or Google Mobile Services?

My company has a few Android tablets that do not have Google Play Services or Google Mobile Services. Fine for the company's purposes but we users want the Chrome Browser and some other Google apps.

Can the Chrome Browser be loaded in and made to work properly?

Or must I first add in, meaning side load, Google Play Services?
