Access System UI Tuner on Samsung S7

Hello. I'm new here. Did a search for this topic but found nothing. My Samsung S7 updated to Nougat 7.0 and I'm trying to activate the system UI tuner area in settings. Developer options are off and I've restarted the phone. No matter what I do I cant access the tuner. The gear icon will not spin (the supposed hidden way to activate system UI tuner) no matter how long I hold it. I am running Nova Launcher. Wasn't sure if that had any effect.
Any help is appreciated.
