Best app for meeting new people?

I am looking for an android app where you can meet new people. Imagine an app like facebook but you can find not just your friend but anyone, or like twitter but twitter does not let DM if not a mutual follower which is not smart.

An app like 4chan where people meet to talk about interests in general but not an imageboard, more like a chat. If it is anonymous it is also very good because interactions are less fake that way. An app like this would be great.
