downloading free ebooks from google play without giving your credit card

Google play asks for credit card for downloading free books and movies. I dnt have a credit card,it does not takes my debit card. I tried fake credit card numbers,credit card number generator or the one's used for testing but checks their validity.
I remember last time I had this problem I searched I read about using hacked/dumped legit credit card numbers but I cant find where did I read it.

Is there anyway to bypass this thing?
