'Messages' App - send and receive via Wi-Fi

I seem to have finally found an app in which I can send SMS messages via Wi-Fi (or much less important to me, my mobile data protocol). Android messages works only if I am connected to my telephone companies cellular tower , but it won't work if I'm disconnected from it, and I'm trying to use my home Wi-Fi. Have I misunderstood the capacity for this app?.I'm running android 8 on a One plus 3T phone, and my cellular carrier in Australia isTelstra. Messages is selected as my default SMS app....
