Voip/network call priority management

Normal network calls are prioritized over any VoIP calls as standard.
with so many calls being made over WhatsApp, line, FB messenger, skype etc. I've been looking for a management app that could give equal priority to VoIP and normal calls. i.e. not hang up a VoIP call when a network call comes through.
I heard this is possible in IOS but have not been able to find any app that will do the same for android.
Am i searching for something that simply isn't possible or have i missed something...
