P9 - Force allow apps on external storage issue

Hey guys,

so i've been trying to force allow apps on external storage by ticking the option under the developer options segment of the phone but it just doesn't seem to work. Meaning that every time I try to turn the toggle thing to on it just refuses to turn on it goes back to its original greyed out state. All the other options turn on just fine though.

Am I missing something here or are there any steps to be taken before I try and enable that option? If not is there a solution to this?...
