How to use phone from lock screen

I have an LG stylo 2 V, and it has a section in the Lock Screen settings for shortcuts. I added the phone app there, but it wants me to unlock the phone first. The camera app doesn't require the phone to be unlocked though. Is it possible to make phone calls without unlocking the phone
