Pixel C - keyboard issue

Hi,

When I try to type an @ i get a " instead. so I tried typing a " and it gives me an @.
interestingly, if I don't hold the shift key then the 2 key and the ' key work as normal.

I've tried searching google for this issue and I've found no mention of it.
I logged a warranty call and got the keyboard replaced bu I have the same issue.

Does anyone know weather there is a fix for this?
