Native Android Phone App PIN

I use Google Hangouts for all my conversations on my S6. A couple of weeks ago, the native phone app (Phone) started intercepting inbound calls, even as Hangouts started ringing. I tried just closing the app as it was ringing, but couldn't. Color me annoyed.

I went into the app to figure out how to uninstall (native, therefore fuggedaboudit) or at least turn it off. It turn out that if you go to More from the numpad screen when the app is opened, then to Settings, and then to More Settings,...
