Wi-Fi disconnect AUDIBLE notification

Hi, I work on a crisis line and have a very poor mobile connection . If I place the phone in a window I can certainly make a phone call or get a text message , but data via 3G or 4G HTML protocol is shaky and sometimes not possible.

When the Wi-Fi goes down, either for local or statewide reasons I actually can't do my job unless I know that the Wi-Fi has gone down . This isn't a problem in the middle of the day (it actually happened today) because I'll probably notice it fairly soon, but...
