Voip vs network calls

I'll try this in here.
Getting no response from other forums and sites.
Keep thinking I'm missing something obvious.

Normal network calls are prioritized over any VoIP calls as standard.
with so many calls being made over WhatsApp, line, FB messenger, skype etc. I've been looking for a management app that could give equal priority to VoIP and normal calls. i.e. not hang up a VoIP call when a network call comes through.
I heard this is possible in IOS but have not been able to find any...
