Change Nav Bar Size

Hi, how can I change Android navigation bar size without affecting the display size.

Running android 7.1.1 or Cm 13, I think, on my nook 9" tablet. I have custom nav installed and used adm cmd prompt with debug. But I still can't get the results I'm looking for. The nav bar only displays the middle icon because display is set to max size which looks nice at the expense of the peripheral button.

Any help would be much appreciated, thank you.
