Computer cannot see photos on Samsung Galaxy S7

I plug my phone in to my computer, and it recognizes my phone
On my phone, I make sure the USB is being used for File Transfer
In the developer options, I have enabled USB debugging and the USB configuration is MTP (Media Transfer Protocol)
I also make sure access is allowed to my files (a notification pops up asking when I plug my phone in)
It does not seem to work if none of these conditions are met
I am able to open up my phone and see folders for everything such as "Music" "Download"...
