Whole Android phone slows down when using a browser

I have an Alcatel Pixi 4 (4034X) which has an unlocked bootloader, is rooted and has a ported version of the CM13 Rom on it. The carrier is tesco mobile.

I have an odd problem in that when I connect to the internet (wifi or otherwise) using ANY browser app the whole phone (all apps) slows right down. Even if I doze the browser app. Inside the browser it takes a good 60-120 seconds to bring up the keyboard to type in any input field and occasionally I get the launcher and system ui poping up...
