Camera-Wise, What's the Best Cheap, Unlocked Phone? (LG G4, Moto G5 Plus, Others?)

I'm looking for a cheap (<$200) unlocked phone, with the best camera / cost ratio. My needs in terms of phone usage are very low; this will primarily be used as an innocuous looking camera around the workplace (photographing retail displays, mostly), and to check email.

The LG G4 can be had for $150 used ($200 new), while the G5 Plus is $230 or so. The G5 Plus is a little more that I wanted to spend, but it's fresh out of the gate.
